Take him to see a therapist. It is quite possible that he has been molested or abused in some way. Being fidgety is not completely abnormal, hurting others while it is a concern may not mean too much, but the other behavior is a significant issue that shows some real signs of some form of abuse. Regardless of whether he was abused or not, he definitely needs to see a therapist who can help him overcome this problem and adjust to being a normal boy. It may be difficult but not impossible to fix. But if he was abused, definitely get it reported and find the pervert.
