What don't people get about the War Powers Act?

I'm guessing that the framers failed to anticipate that there would be military actions, on the federal level, with no declaration of war. Does the constitution explicitly give the CIC the authority to send our troops into combat, as long as there is no such declaration? I don't think so, but I may be wrong.
