Yes, it is. Welts? A belt? I wouldn't use a belt on my cat, or raise my hand to my cat. You can rationalize spanking all you want, I don't agree with it. And in this case. spanking a child to think you are somehow curing him from being gay is sick. Raising your hand to anyone or anything is inappropriate, and abusive any way you look at it.
