I cant remember the name of a movie?

I remember is was similar to Escape To Witch Mountain with how the plot was. I am pretty sure it was made in the 90's. I remember that one of the kids wore like some kind of band on the forehead or around the neck. I don't remember if it was a TV movie or if was released through theater, but was more for children and teens. I don't remember much :(
